The vast majority of link requests to quality sites go unanswered, the operators simply get too many solicitations to be able to respond to each one. Of the requests that do get answered, many are returned with questions: How long has your site been online, what is your page rank, how many unique visitors do you get every month? If your site is new or as-yet "undiscovered" your answers to those questions are most likely not going to win a green light for your link request.
